How it would be assessed. A review that exclusively addresses matters outside the business's control, such as street parking, may support an off-topic argument, though the full wording needs to be read carefully before concluding that.
What we would not tell you. That an off-topic argument automatically succeeds. Google reviews each report against the specific content and makes its own decision.
Nobody has to pay to flag a review. Reporting is free through your Google Business Profile and through Google Maps, and for a single clear-cut breach that is the right first move.
